*** Προβάδισμα του ΠΑΣΟΚ έναντι της ΝΔ
Προβάδισμα του ΠΑΣΟΚ έναντι της Νέας Δημοκρατίας, καταγράφουν δύο δημοσκοπήσεις που δημοσιεύονται στον κυριακάτικο Τύπο. Στην έρευνα της ALCO, το ΠΑΣΟΚ συγκεντρώνει το 22,2% με προβάδισμα 3,8 μονάδων έναντι της ΝΔ.-

*** Εντοπίστηκαν λαθρομετανάστες σε κρύπτη φορτηγού
Μέσα σε ειδικά διαμορφωμένη κρύπτη στο σασί ενός φορτηγού, που είχε προορισμό την Ιταλία, εντοπίστηκαν στριμωγμένοι 18 παράνομοι μεταναστές στο λιμάνι της Ηγουμενίτσας.-

*** Εννέα άμαχοι νεκροί στο Αφγανιστάν
Τον θάνατο εννέα ατόμων, ανάμεσά τους έξι γυναίκες και ένα παιδί, προκάλεσε έκρηξη αυτοσχέδιας βόμβας στο Αφγανιστάν, σύμφωνα με εκπρόσωπο της τοπικής αστυνομίας.-

*** Ισραήλ: Σχέδιο ανέγερσης νέων κατοικιών
Νέο κατασκευαστικό σχέδιο για την ανέγερση 1.400 κατοικιών στον ανατολικό τομέα της Ιερουσαλήμ ετοιμάζεται να εγκρίνει το Ισραήλ.-

*** Οργή στην Ιορδανία για τη φτώχεια
Χιλιάδες άνθρωποι διαδήλωσαν στην Ιορδανία κατά της φτώχειας, καλώντας την κυβέρνηση να παραιτηθεί ή να διαλυθεί από το βασιλιά. «Να προσέχετε την πείνα μας και την οργή μας», έγραφε ένα από τα πανό των διαδηλωτών. -

*** Τριήμερο εθνικό πένθος στη Βραζιλία
Η πρόεδρος της Βραζιλίας, Ντίλμα Ρουσέφ κήρυξε το Σάββατο τριήμερο εθνικό πένθος στη χώρα, έπειτα από τις φονικές πλημμύρες, που προκάλεσαν το θάνατο 608 ανθρώπων, σύμφωνα με νεότερο απολογισμό. Άλλοι 100 άνθρωποι αγνοούνται.-

*** Επίθεση σε φορτηγά του ΝΑΤΟ στο Πακιστάν
Επίθεση σε 16 φορτηγά του ΝΑΤΟ σημειώθηκε το Σάββατο στο νοτιοδυτικό Πακιστάν. «Είναι αντίποινα στις επιθέσεις μη επανδρωμένων αεροσκαφών στις περιοχές των φυλών», δήλωσε εκπρόσωπος των Πακιστανών Ταλιμπάν.-

*** Νέος πρόεδρος των Ρεπουμπλικάνων ο Ρ. Πρίμπους
Ο Ρινς Πρίμπους αντικατέστησε στην προεδρία του Ρεπουμπλικανικού κόμματος τον Μάικ Στιλ. Ο Πρίμπους εξελέγη μετά τον έβδομο γύρο της ψηφοφορίας για την προεδρία της λεγόμενης Ρεπουμπλικανικής εθνικής επιτροπής (RNC).-

***Στη Χάγη για το Δίστομο
Ο ΥΠΕΞ, Δημήτρης Δρούτσας από τη Βουλή και απαντώντας σε σχετική, επίκαιρη ερώτηση του βουλευτή του ΣΥΡΙΖΑ, Παναγιώτη Λαφαζάνη,τόνισε ότι παραμένει ανοικτό το ζήτημα της διεκδίκησης των γερμανικών αποζημιώσεων από τη χώρα μας.-

*** Αισιόδοξος για το 2011 ο Κάρολος Παπούλιας
Την πεποίθησή του ότι το 2011 θα είναι μια καλή χρονιά εξέφρασε ο Πρόεδρος της Δημοκρατίας κατά την κοπή της βασιλόπιτας στο Προεδρικό Μέγαρο.-

*** Άνοιξε τις μπάρες στα διόδια το ΠΑΜΕ
Τις μπάρες των διοδίων σε όλους τους σταθμούς σήκωσε σήμερα το ΠΑΜΕ, καθώς αντιδρά στις αυξήσεις των αντιτίμων. Ωστόσο, ο υφυπουργός Υποδομών από το τη Βουλή δήλωσε ότι μέχρι το τέλος του Μαρτίου θα υπάρξει συμφωνία για μείωση του αντίτιμου.-

*** ΠΟΕ-ΟΤΑ: 24ωρη απεργία στις 20/1/11:
Η ΠΟΕ-ΟΤΑ εξήγγειλε εικοσιτετράωρη απεργία για τους εργαζόμενους με σχέση εργασίας ορισμένου χρόνου την Πέμπτη 20 Ιανουαρίου στους ΟΤΑ και τις δημοτικές επιχειρήσεις της χώρας. Στάση εργασίας 08:30 με 12:30 για το υπόλοιπο προσωπικό.-

*** Σκηνές έντασης στον Άγιο Παντελεήμονα
Περιορισμένης έκτασης επεισόδια στον Άγιο Παντελεήμονα Αχαρνών κατά τη διάρκεια αντισυγκέντρωσης των κατοίκων της περιοχής παράλληλα με το αντιρατσιστικό συλλαλητήριο που διοργάνωσαν η ΑΔΕΔΥ, το ΕΚΑ και άλλοι φορείς. -

*** Βρέθηκε προκήρυξη για νέα χτυπήματα
Λίστα με δεκάδες ονόματα δικαστικών, η οποία περιέχει τις διευθύνσεις και τα τηλέφωνά τους, αλλά και προκήρυξη με την οποία θα γινόταν η ανάληψη ευθύνης για σειρά βομβιστικών επιθέσεων έχει στα χέρια της η Αντιτρομοκρατική.-

*** Επίθεση Σαμαρά στην κυβέρνηση
Το μήνυμα ότι δεν υπάρχει άλλος δρόμος για τη χώρα πέρα από την ανάπτυξη έστειλε ο πρόεδρος της Νέας Δημοκρατίας, Αντώνης Σαμαράς, εξαπολύοντας επίθεση κατά της κυβέρνησης για τις περικοπές μισθών και τα σκληρά μέτρα.-

***Προοπτικές για περαιτέρω συνεργασία Ελλάδας-Τουρκίας
Η Ελλάδα και η Τουρκία έχουν τη δυνατότητα να αναπτύξουν περαιτέρω τη συνεργασία τους, εφόσον ξεπεράσουν τις προκαταλήψεις άλλων εποχών, όπως προκύπτει από τις δηλώσεις του Γιώργου Πεταλώτη και του Νιχάτ Εργκιούν.-

Μένεα εναντίον της Γερμανίδας καγκελαρίου πνέει ο Τούρκος πρωθυπουργός. Σε ομιλία του στην Άγκυρα, ο Ρετζέπ Ταγίπ Ερντογάν κάλεσε την Άνγκελα Μέρκελ να φρεσκάρει τις ιστορικές της γνώσεις με αφορμή τις δηλώσεις της για το Κυπριακό.-

*** Βέβαια το έχουμε ξαναγράψει από αυτό το blog πως όσοι μεταδίδουν αγώνες στην τηλεόραση και στο ραδιόφωνο πρέπει κάτι να διδαχθούν από τις μεταδόσεις του Γιάννη Διακογιάννη.-
*** Θα τους το πούμε για άλλη μια φορά πως δεν μας ενδιαφέρουν οι απόψεις «καρμίρηδων» δημοσιογράφων όταν βλέπουμε ή ακούμε περιγραφή αγώνων.-
*** Να τις φυλάνε τις απόψεις τους για τα «οπαδικά» έντυπα στα οποία εργάζονται.Άλλωστε δεν είναι τυχαίο αυτό που λέει ο κόσμος…

Διαμαρτυρία αύριο στο Δημαρχείο Καλαμάτας
Θύελλα αντιδράσεων έχει προκαλέσει στους κατοίκους και οικοπεδούχους της Βέργας η δυσμενής τροπή που φαίνεται να παίρνει το θέμα της μελέτης του Γενικού Πολεοδομικού Σχεδιασμού του διευρυμένου Δήμου Καλαμάτας, όσον αφορά ένα μεγάλο κομμάτι της περιοχής τους, το οποίο χαρακτηρίζεται ημιορεινό, με αποτέλεσμα να απαγορεύεται κάθε οικοδομική δραστηριότητα, πλην αγροικιών.Οι θιγόμενοι από αυτή την εξέλιξη μιλούν, αν ισχύσουν τα παραπάνω, για υποβάθμιση της περιοχής και υπονόμευση του μέλλοντος των οικογενειών τους.-

*** Με υπουργική απόφαση
«Ούζο Καλαμάτας» και με τη βούλα!
Με ικανοποίηση δέχθηκαν την πρόσφατη υπουργική απόφαση του Δημήτρη Κουσελά για τη γεωγραφική ένδειξη «Ούζο Καλαμάτας» οι ποτοποιοί Γιώργος Καλλικούνης και Σπύρος Χελάς, των ομώνυμων καλαματιανών επιχειρήσεων. Μιλώντας στο «Θ», χαρακτήρισαν ιδιαίτερα θετική την εξέλιξη αυτή για το προϊόν τους, προσθέτοντας ότι έτσι πιστοποιείται και κατοχυρώνεται το καλαματιανό ούζο.Η απόφαση που υπεγράφη από τον υφυπουργό Οικονομικών Δημήτρη Κουσελά καθορίζει τους όρους παραγωγής και τις διαδικασίες ελέγχου, προκειμένου το ούζο που θα διατίθεται στην κατανάλωση να έχει την ένδειξη «Ούζο Καλαμάτας» ή «Καλαματιανό Ούζο». Ένας από τους όρους είναι η όλη διαδικασία παραγωγής του προϊόντος, από την απόσταξη μέχρι και την εμφιάλωση, να λαμβάνει χώρα στην Καλαμάτα.-

~** Διοικητήριο Καλαμάτας
Καταναλώνονται 102.000 kWh για θέρμανση και 107.000 kWh για ψύξη
Μελέτη για την ενεργειακή αναβάθμιση του Διοικητηρίου έχει συνταχθεί από το Κέντρο Ανανεώσιμων Πηγών Ενέργειας, η οποία είχε παραγγελθεί από τη Νομαρχιακή Αυτοδιοίκηση στο πλαίσιο του σχεδίου δράσης για την Πράσινη Ανάπτυξη.Κλιμάκιο του ΚΑΠΕ είχε ενεργήσει ελέγχους και επιθεωρήσεις στο κτήριο και έχει καταλήξει σε συγκεκριμένες προτάσεις, προκειμένου αυτό να βελτιωθεί, καθώς θα στεγαστούν πλέον εκεί και υπηρεσίες που τώρα βρίσκονται εκτός Διοικητηρίου.-

«Θα χρεοκοπήσει η χώρα ή όχι;»
Οι συνέπειες της οικονομικής κρίσης που μαστίζει τη χώρα είναι οδυνηρές για τους πολίτες και την ίδια την κοινωνία. Η κατάσταση που, άλλος λιγότερο, άλλος περισσότερο βιώνει είναι εξαιρετικά δύσκολη, ακόμη και τραγική. Κάθε μέρα που περνά επιχειρήσεις και καταστήματα βάζουν «λουκέτο» και πολίτες κάθε ηλικίας μπαίνουν στο περιθώριο της ζωής από την ανεργία. Υπάρχει ελπίδα; Υπάρχει προοπτική; Μπορεί η χώρα να βγει από το τέλμα που έχει βυθιστεί; Μπορεί να υπάρξει ανάκαμψη ή οδηγούμαστε στη χρεοκοπία με ό,τι αυτό σημαίνει και συνεπάγεται για την οικονομία και την ίδια τη ζωή μας;

«Το θέμα των εκλογών είναι μπροστά μας»
Την εκτίμηση ότι ως χώρα βρισκόμαστε ήδη σε ένα μεταβατικό στάδιο για το πολιτικό μας σύστημα έκανε χθες από την Καλαμάτα ο βουλευτής του ΛΑΟΣ Μάκης Βορίδης, σε συνέντευξη Τύπου που παραχώρησε από τα γραφεία του κόμματος. Κατά τον κ. Βορίδη, αυτό σύντομα θα εκφρασθεί με τη μη ύπαρξη αυτοδύναμων κυβερνήσεων, κάτι που θα οδηγήσει στην ανασύνθεση του πολιτικού μας συστήματος με άλλους όρους.-

«Καταθέτουμε πρόγραμμα εξουσίας»
«Η “Δημοκρατική Αριστερά” δεν είναι άλλο ένα κόμμα της Αριστεράς. Είναι το άλλο κόμμα της Αριστεράς», δήλωσε χθες στους δημοσιογράφους ο Γιάννης Κακουλίδης, αφού πραγματοποίησε εθιμοτυπική επίσκεψη στον Χρήστο Μαλαπάνη. Το μέλος της Εκτελεστικής Επιτροπής της «Δημοκρατικής Αριστεράς» βρέθηκε στην πόλη για να συναντηθεί με τοπικά στελέχη και να συζητήσει με πολίτες και φορείς.«Είμαστε η Αριστερά της ευθύνης, εκείνη που δε διστάζει να δηλώσει πως θέλει να αποτελέσει βασικό πυρήνα της κυβερνώσας Αριστεράς», δήλωσε, ενώ σε ερώτηση για το πώς εξετάζεται το ενδεχόμενο συνεργασίας με το ΠΑΣΟΚ, σημείωσε πως «προαπαιτείται σύγκλιση προγραμμάτων, αν όμως οι συνθήκες επιβάλλουν συνδιαχείριση, το συζητάμε».-

«Ο ρυπαίνων θα πληρώνει»
Αυξήσεις στο ύψος του πληθωρισμού θα πρέπει να περιμένουν τα νοικοκυριά του Δήμου Καλαμάτας, όσον αφορά στα τέλη καθαριότητας για τη φετινή χρονιά, σύμφωνα με όσα ανακοίνωσε στο «Θάρρος» ο αντιδήμαρχος Ι. Καμβυσίδης. Διαπιστώθηκε επίσης, όπως σημείωσε, «ότι δεν εισπράττονται δημοτικά τέλη από πολλά ρολόγια της ΔΕΗ, κάτι για το οποίο γίνεται έλεγχος από την οικονομική υπηρεσία και τον αρμόδιο αντιδήμαρχο». Αυτό θα συμβάλλει και στον ορθολογισμό του ύψους των τελών, προκειμένου να προσεγγιστεί η εφαρμογή του δόγματος «ο ρυπαίνων πληρώνει», καθώς «δεν είναι λογικό ένα δικηγορικό γραφείο να πληρώνει το ίδιο ποσό με κατάστημα εστίασης, που σαφώς παράγει πολύ μεγαλύτερες ποσότητες απορριμμάτων».-

~**Αξιολόγηση διοικητών
Ο δεκάλογος Λοβέρδου για τα νοσοκομεία
Κρίσιμη για το μέλλον πολλών διοικητών νοσοκομείων είναι η επόμενη εβδομάδα, σύμφωνα με χθεσινό δημοσίευμα στην εφημερίδα «Ο κόσμος του Επενδυτή». Ο Ανδρέας Λοβέρδος έχει συγκαλέσει σύσκεψη για την ερχόμενη Παρασκευή και ζητά πλήρη ενημέρωση, κυρίως, για την οικονομική διαχείριση του 2010, αλλά και για τις προσλήψεις προσωπικού και τις εφημερίες των γιατρών. Η πρόσκληση για τη σύσκεψη απεστάλη στις 11/1/2011 από το γ.γ. του υπουργείου Υγείας Ν. Πολύζο, ο οποίος θέτει το «δεκάλογο» πάνω στον οποίο θα αξιολογηθούν οι διοικητές και οι αναπληρωτές τους. Όπως αναφέρει ο «Κόσμος του Επενδυτή», ο υπουργός Υγείας έχει ήδη στα χέρια του τις εισηγήσεις του κ. Πολύζου και των διοικητών των Υγειονομικών Περιφερειών για τις «επιδόσεις» όλων των διοικητών. «Σύμφωνα με έγκυρες πληροφορίες, μέχρι τις 10 Φεβρουαρίου θα υπάρξουν τουλάχιστον δέκα απομακρύνσεις διοικητών και συνολικά μέχρι τον Απρίλιο θα “κοπούν” τριάντα διοικητές και αναπληρωτές». Όσο για τα 10 σημεία στα οποία θα κληθούν να δώσουν εξετάσεις την ερχόμενη Παρασκευή οι διοικήσεις των νοσοκομείων, αυτά είναι:
1. Δημοσίευση ισολογισμών του έτους 2009.
2. Πλήρης, περιληπτική αναφορά εισπράξεων και πληρωμών 2010 (ανά έτος για την περίοδο 2007-2009 και ανά μήνα για το 2010).
3. Κατάθεση πίνακα με τη λογιστικοποίηση των απογραφών μέχρι τις 31/12/2010.
4. Κατάθεση πίνακα με τον οικονομικό (ταμειακό) απολογισμό του 2010.
5. Ολοκλήρωση της μηχανογραφημένης ενιαίας κωδικοποίησης ιατροτεχνολογικών προϊόντων και φαρμάκων (πρωτοτύπων/γενοσήμων).
6. Πιστοποίηση της έναρξης από 1/1/2011 της μηχανογραφημένης παρακολούθησης εκτέλεσης του προϋπολογισμού του 2011 (διπλογραφικό κ.λπ.).
7. Καθημερινή, ηλεκτρονική παρακολούθηση αγορών - καταναλώσεων - αποθεμάτων υλικών και φαρμάκων με τη χρήση ατομικού συνταγολογίου στα φάρμακα και στα υλικά (ανά είδος και κλινική) και ταυτόχρονη ενημέρωση της γενικής λογιστικής.
8. Ολοκλήρωση υποβολής όλων των λογαριασμών νοσηλίων που πραγματοποιήθηκαν έως 31/12/2010 προς τα ασφαλιστικά ταμεία και ενημέρωση της γενικής λογιστικής.
9. Συμφωνία μηχανογραφικής (και πιθανόν λογιστικής) παρακολούθησης της οικονομικής διαχείρισης του νοσοκομείου μέχρι τουλάχιστον τις 31/3/2011 με βάση τη νέα web εφαρμογή ESY.mini.net.
10. Πιστοποίηση της προκήρυξης όλων των διαγωνισμών του Προγράμματος Προμηθειών Υγείας 2010, κατακύρωσης της πλειοψηφίας αυτών και εφαρμογής των συμφωνιών - πλαίσιο των κεντρικών διαγωνισμών του Παρατηρητηρίου Τιμών της Επιτροπής Προμηθειών Υγείας. -

*** "Καλλικράτης"
Επανέρχεται ο θεσμός της Συνέλευσης
Νέους θεσμούς και όργανα προβλέπει ο «Καλλικράτης» τόσο στην αιρετή Περιφέρεια όσο και στους νέους Δήμους. Πρόσφατα απασχόλησε την επικαιρότητα, και αύριο συζητείται στο Περιφερειακό Συμβούλιο Πελοποννήσου, ο Συμπαραστάτης του Πολίτη και της Επιχείρησης. Ένας νέος θεσμός, τον οποίο ο «Καλλικράτης» προβλέπει και για τους μεγάλους Δήμους. Για τους τελευταίους προβλέπονται, όμως, κι άλλοι θεσμοί, ενώ ενεργοποιείται εκ νέου ο θεσμός της Συνέλευσης Κατοίκων.Παράλληλα, ξεκινά η εφαρμογή νέων υποχρεώσεων για τους Δήμους, όπως η ύπαρξη ιστοσελίδας. Έχουν δε την υποχρέωση ανάρτησης στην ιστοσελίδα όλων των αποφάσεων των οργάνων, των νομικών προσώπων και των επιχειρήσεών τους από τις 15 Μαρτίου 2011.
ΕπιτροπέςΣε κάθε Δήμο που έχει περισσότερους από έναν αντιδήμαρχο, συστήνεται Εκτελεστική Επιτροπή, στην οποία μετέχουν ο δήμαρχος και οι αντιδήμαρχοι με εισηγητικές και συντονιστικές αρμοδιότητες. Στις συνεδριάσεις μετέχουν ο πρόεδρος του συμβουλίου της κοινότητας, καθώς και οι πρόεδροι των νομικών προσώπων του Δήμου, όταν συζητείται θέμα που τους αφορά, καθώς και άλλοι υπηρεσιακοί παράγοντες. Σε όλους τους Δήμους συγκροτείται και Οικονομική Επιτροπή, με αρμοδιότητα την παρακολούθηση και τον έλεγχο της οικονομικής λειτουργίας του Δήμου.Σε Δήμους με πληθυσμό άνω των 10.000 κατοίκων, συγκροτείται Επιτροπή Ποιότητας Ζωής. Απαρτίζεται από το δήμαρχο ή αρμόδιο αντιδήμαρχο και ορισμένο αριθμό δημοτικών συμβούλων, ανάλογα με τον αριθμό των μελών του Δημοτικού Συμβουλίου.Η Επιτροπή έχει αποφασιστικό ρόλο και μερικές από τις αρμοδιότητές της είναι: οι άδειες καταστημάτων και επιχειρήσεων και οι άδειες μουσικής, ενώ εισηγείται στο Δημοτικό Συμβούλιο θέματα καθορισμού χρήσεων γης και θέματα ρυθμιστικών σχεδίων, προγραμματισμού εφαρμογής ρυθμιστικών σχεδίων, οικιστικής οργάνωσης ανοικτών πόλεων, εφαρμογής Γενικού Πολεοδομικού Σχεδίου, πολεοδομικών μελετών, ανάπλασης περιοχών, πολεοδομικών επεμβάσεων, χρηματοδότησης προγραμμάτων ανάπλασης, ανασυγκρότησης υποβαθμισμένων περιοχών, πολεοδομικής αναμόρφωσης προβληματικών περιοχών, αποζημίωσης ρυμοτομούμενων, πολεοδομικών ρυθμίσεων, εισφοράς σε γη ή σε χρήμα, περιοχών ειδικά ρυθμιζόμενης πολεοδόμησης (Π.Ε.Ρ.ΠΟ.) και έγκρισης πολεοδομικών μελετών, τη λήψη αποφάσεων για θέματα προστασίας του περιβάλλοντος, για θέματα χωροθέτησης κοιμητηρίων και κέντρων αποτέφρωσης νεκρών.
ΣυνέλευσηΕπίσης στους Δήμους με πληθυσμό μεγαλύτερο από 10.000 κατοίκους συγκροτείται Δημοτική Επιτροπή Διαβούλευσης. Πρόκειται για όργανο με συμβουλευτικές αρμοδιότητες και μπορεί να συγκροτηθεί και σε μικρότερους Δήμους με απόφαση του Δημοτικού Συμβουλίου, ενώ αποτελείται από εκπροσώπους των φορέων της τοπικής κοινωνίας, ακόμα και δημότες, και μπορεί να έχει από 25 έως 50 μέλη.Η εν λόγω επιτροπή γνωμοδοτεί στο Δημοτικό Συμβούλιο σχετικά με τα αναπτυξιακά προγράμματα και τα προγράμματα δράσης του Δήμου, το επιχειρησιακό πρόγραμμα και το τεχνικό πρόγραμμά του. Γνωμοδοτεί για θέματα γενικότερου τοπικού ενδιαφέροντος, που παραπέμπονται σε αυτή από το Δημοτικό Συμβούλιο ή το δήμαρχο. Εξετάζει τα τοπικά προβλήματα και τις αναπτυξιακές δυνατότητες του Δήμου και διατυπώνει γνώμη για την επίλυση των προβλημάτων και την αξιοποίηση των δυνατοτήτων αυτών.Θεσμοθετείται ο Συμπαραστάτης του Δημότη και της Επιχείρησης στους Δήμους άνω των 20.000 κατοίκων. Τη θέση καταλαμβάνει, κατόπιν προκηρύξεως που δημοσιεύεται στην ιστοσελίδα του Δήμου, πρόσωπο εγνωσμένου κύρους και εμπειρίας. Πρόκειται για νέο θεσμό εσωτερικής διαμεσολάβησης, μεταξύ πολιτών, επιχειρήσεων και ΟΤΑ, για την καταπολέμηση της κακοδιοίκησης. Ο Συμπαραστάτης έχει ως αποστολή, πέραν της έγκαιρης καταπολέμησης της κακοδιοίκησης, τη διασφάλιση της αμεροληψίας των Δημοτικών Αρχών, τη βελτίωση της εξυπηρέτησης των πολιτών και των επιχειρήσεων, καθώς και την αποσυμφόρηση του δημάρχου και άλλων αιρετών οργάνων του Δήμου από τη συσσώρευση αιτημάτων και παραπόνων των πολιτών. Σε κάθε Δήμο συγκροτείται Συμβούλιο Ένταξης Μεταναστών, για την ενίσχυση της ένταξης των μεταναστών στην τοπική κοινωνία. Αποτελείται από 5 έως 11 άτομα και μέλη ορίζονται δημοτικοί σύμβουλοι, εκπρόσωποι κοινωνικών φορέων, εκπρόσωποι φορέων μεταναστών και υποχρεωτικά αλλοδαποί δημοτικοί σύμβουλοι. Τέλος, ο «Καλλικράτης» επαναφέρει το θεσμό της Συνέλευσης Κατοίκων Τοπικής Κοινότητας. Η συνέλευση συγκαλείται με ευθύνη του προέδρου του συμβουλίου της τοπικής κοινότητας ή του εκπροσώπου της τοπικής κοινότητας, σε συνεργασία με τον αρμόδιο αντιδήμαρχο. Σ’ αυτήν καλούνται μόνιμοι κάτοικοι και φορείς της τοπικής κοινότητας για να συζητήσουν κάθε θέμα που αφορά στην τοπική κοινότητα και να προτείνουν δράσεις που πρέπει να αναλάβει ο Δήμος για την επίτευξη των επιδιωκόμενων σκοπών. Οι αποφάσεις για τα θέματα που συζητούνται λαμβάνονται από τους παρόντες με σχετική πλειοψηφία. -

~** Πριν 94 χρόνια
ΧΘΕΣ την 4 και 45΄ πρωινήν κατέπεσεν εις την πόλιν μας κεραυνός απορροφηθείς υπό του ηλεκτρικού αγωγού του ηλεκτρικού καταστήματος. Εκ της πτώσεώς του επήλθεν ολιγόωρος μερική διακοπή του φωτισμού. Η προξενηθείσα βλάβη επιδιορθώθη.

-ΠΡΟΧΘΕΣ την νύκτα εν τω παντοπωλείω Ιωάν. Αναστασοπούλου κειμένω πλησίον του ναού της Υπαπαντής, έλαβε χώραν θρασυτάτη κλοπή. Άγνωστοι διαρρήξαντες το παράθυρον του παντοπωλείου εισήλθον εις αυτό και αφήρεσαν δύο σάκκους ζακχάρεως και διάφορα άλλα είδη ανερχόμενα εις 200 δραχμάς.

-Εν Αγουλινίτση ετελέσθησαν οι αρραβώνες του καλλίστου επί μορφώσει νεωτέρου ταγματάρχου κ. Κωνσταντίου Μητροπούλου μετά της δια πολλών προτερημάτων κεκοσμημένης Δος Μαρίας Π. Λαμπρούλια της εγκρίτου οικογενείας Πάνου Ν. Λαμπρούλια πρώην Βουλευτού Ολυμπίας και τέως Δημάρχου Βώλακος. Εις τους μνηστευθέντας ευχόματε ταχείαν την στέψιν.


-ΤΟ Υπουργείον των Εκκλησιαστικών γνωστοποιεί δι’ εγγράφου του, ότι ηύξησε κατά 2% τας τιμάς του προϋπολογισμού δια την κατασκευήν του εν Σιτσόβη ναού του Αγίου Νικολάου.

*** ΣΧΟΛΙΑ ...-...ΑΔΙΑΚΡΙΤΩΣ ...:

Τα διόδια
Έντονα μας ήρθε στο μυαλό χθες, κατά την επίσκεψη του περιφερειάρχη Πέτρου Τατούλη στον εργοταξιακό δρόμο Τσακώνας – Καλαμάτας, το ζήτημα των διοδίων. Ικανοποιηθήκαμε αφάνταστα κινούμενοι με 80 χλμ./ ώρα σε ένα εργοταξιακό δρόμο με «πατημένο» χώμα και χωρίς άσφαλτο.
Σκεφθήκαμε πόσο μεγάλη διευκόλυνση θα είναι η χρήση αυτού του δρόμου, αλλά αυτόματα το μυαλό «ξέφυγε» και σκέφθηκε το κόστος της μετακίνησης. Έτσι όπως έχει φθάσει η κατάσταση, δικαίως θα πρέπει να πληρώνουν διόδια οι χρήστες, προκειμένου να αποζημιωθεί η εταιρεία που κατασκευάζει το δρόμο. Το ζήτημα είναι τι έκανε τόσα χρόνια το κράτος με τη λειτουργία του Ταμείου Εθνικής Οδοποιίας, αλλά και την είσπραξη των τελών κυκλοφορίας και δεν κατασκεύασε ούτε ένα χιλιόμετρο δρόμου στην περιοχή της Μεσσηνίας. Αυτό μόνο αν αναλογιστούμε, αντιλαμβάνεται εύκολα κάποιος γιατί φθάσαμε σε αυτό το σημείο…

Άνεργος ολόκληρος ο πληθυσμός του πρώην Δήμου Άριος
Συγκλονιστικά είναι τα στοιχεία για την ανεργία στην Περιφέρεια Πελοποννήσου, που παρουσίασε την προηγούμενη εβδομάδα η συνάδελφος Β.Β., σύμφωνα με τα οποία παραμένουν κενές 2.796 θέσεις εργασίας.
Για να αντιληφθούμε το μέγεθος του προβλήματος, ανατρέξαμε στους πληθυσμούς των πρώην Δήμων της Μεσσηνίας. Σύμφωνα με τα όσα είδαμε, είναι κατά τι λιγότερες από τον πληθυσμό των πρώην Δήμων Αβίας (3.089 άτομα), Αρφαρών (3.212), Ανδανίας (3.084), Χιλιοχωρίων (2.916), αλλά περισσότερες από τους πρώην Δήμους Άριος (2.189), Αίπειας (2.574), Ανδρούσας (2.820), Βουφράδος (1.802), Ιθώμης (2.466), Είρας (997), Οιχαλίας (2.797), Μεθώνης (2.638), Παπαφλέσσα (2.205), Αυλώνος (2.626) και των πρώην Κοινοτήτων Τρικόρφου (1.037) και Τριπύλης (626 άτομα). Είναι σαν να λέμε, με άλλα λόγια, ότι ολόκληρος ο πληθυσμός του πρώην Δήμου Ανδρούσας ή του πρώην Δήμου Άριος είναι άνεργος…
Τα συμπεράσματα ή ο περαιτέρω σχολιασμός περιττεύει…

Το πιο οικονομικό αυτοκίνητο στον κόσμο
Καλός φίλος φρόντισε να μας εφοδιάσει μέσω ηλεκτρονικού ταχυδρομείου με την εξής είδηση:
«Νέο αυτοκίνητο στην πόλη, φθηνό, μικρό, γρήγορο, μοντέρνο...Είναι το χαμηλότερο σε κατανάλωση βενζίνης αυτοκίνητο στον κόσμο. Πωλείται μόνο για 600 δολάρια ΗΠΑ ή 454 ευρώ περίπου. Αν πάτε στην Σαγκάη για διακοπές, αγοράστε 2 ή και περισσότερα από αυτά τα αυτοκίνητα. Κάντε αποστολή μεταφοράς στον Καναδά και θα εξακολουθεί να είναι πιο φτηνά από το να τα αγοράζατε εκεί.Αυτό δεν είναι παιχνίδι, δεν είναι πρωτότυπο. Πρόκειται για ένα νέο μονοθέσιο αυτοκίνητο σε εξαιρετικά αεροδυναμικό σχήμα σταγόνας. Αναπτύσσει ταχύτητα τουλάχιστον 100-120 χιλιομέτρων / ώρα καίγοντας μόλις 1 λίτρο βενζίνης ανά 100 χιλιόμετρα.
Το πιο οικονομικό αυτοκίνητο στον κόσμο θα αρχίσει να πουλιέται από του χρόνου... (υπομονή, άλλωστε τώρα θα πάτε και εσείς στη Σαγκάη;).Η εταιρεία κατασκευής που είναι στο Αμβούργο της Γερμανίας (Volkswagen), έκανε 3 χρόνια για να το φτιάξει.Θα πωλείται προς 4000 γουάν, που αντιστοιχούν σε 600 δολάρια ΗΠΑ ή 454 ευρώ ..Χωρητικότητα ντεπόζιτου: 1,7 γαλόνια ή 7,73 λίτρα, αυτονομία: 404 μίλια ή 650 χιλιόμετρα».
Να υποθέσουμε ότι αν κυκλοφορούσε το αυτοκίνητο αυτό στην Ελλάδα, θα ξεπουλούσε σαν ζεστό ψωμί…

Τουλούζ Λοτρέκ και Καλλικούνης!
Μια παλιά διαφημιστική αφίσα της επιχείρησής του, σε ύφος Τουλούζ Λοτρέκ, μας τράβηξε την προσοχή χθες το πρωί στο γραφείο του ποτοποιού Γιώργου Καλλικούνη.
Όπως μας εξήγησε ο ίδιος, πρόκειται για χαρακτικό του Δ. Γαλάνη, ο οποίος, όταν ζούσε στη Μονμάρτη, υπήρξε μαθητής και φίλος του Λοτρέκ, καθώς και άλλων ζωγράφων, όπως ο Ματίς, ο Πικάσο και ο Μπρακ. Στο Παρίσι, λοιπόν, στο καφέ που σύχναζε μαζί με τον Λοτρέκ, ο Γαλάνης γνώρισε τον Ν. Καλλικούνη και ανέλαβε να φιλοτεχνήσει μια σειρά από διαφημιστικές αφίσες για την καλαματιανή ποτοποιία. Η αφίσα είναι από εκείνη τη σειρά και, φυσικά, αποτελεί συλλεκτικό κομμάτι.

Σύκα και αφλατοξίνη
Με αφορμή το πρόσφατο θέμα της αφλατοξίνης σε σύκα, ιδιώτης τυποποιητής, που προμηθεύεται σύκα από τη ΣΥΚΙΚΗ, μας έλεγε:
«Το προϊόν που αγοράζω, δεν είναι ελεγμένο για αφλατοξίνες. Μάλιστα, εάν στον έλεγχο που θα κάνω εγώ στη συνέχεια βρεθεί ότι υπάρχει πρόβλημα, δεν έχω τη δυνατότητα να στείλω τα σύκα πίσω στη ΣΥΚΙΚΗ. Η ζημιά χρεώνεται σε εμένα. Είναι σωστό;».

Απόσπασμα από την διάλεξη του καθηγητή Jeremy McInerney του πανεπιστημίου της Pennsylvania για την Αρχαία Ελλάδα, που παρουσιάζει πόσο διαφορετική ήταν η τότε αντίληψη της κοινωνίας με την σημερινή στο θέμα της ομοφυλοφιλίας.Η ομοφυλοφιλία ήταν μια κοινά αποδεκτή σεξουαλική πρακτική στην τότε αριστοκρατική Αθήνα, Σπάρτη και λοιπές πόλεις της Αρχαίας Ελλάδας. Το πιο ενδιαφέρον όμως είναι το πώς η ανδροκρατούμενη κοινωνία της εποχής εκείνης αντικατοπτριζόταν στον... προσδιορισμό της ανδροσύνης που έδιναν οι αρχαίοι έλληνες. Οι ομοφυλοφιλικές σχέσεις που αναπτύσσονταν ήταν πάντα μεταξύ ενός ενήλικα και ενεργητικού εραστή με έναν ανήλικο και παθητικό ερωμένο. Συνήθως οι σχέσεις αυτές τερματίζονταν με την ενηλικίωση του ερωμένου, διότι ως ενήλικας άνδρας πια θα έπρεπε να συμβαδίζει με τα πρότυπα του άνδρα. Παρόλα αυτά υπάρχουν στοιχεία που καταδεικνύουν την διατήρηση αρκετών σχέσεων και μετά το πέρας της ενηλικίωσης. Οι ομοφυλοφιλικές σχέσεις που συνάπτονταν ήταν ένα μέρος της διαπαιδαγώγησης των ανηλίκων, σαν ένα είδος προ-παιδείας στον έρωτα.-

The intent was to phase them out beginning in 2012 and replace them with more expensive but more energy-efficient bulbs, the most popular kind being compact fluorescent bulbs.Kleptocrats sold the regulation using a distorted notion of creative destruction mixed with global-warming concerns. They said it would create jobs, save consumers money, and reduce greenhouse-gas emissions. As usual, politicians failed to see the unintended consequences of their legislative agenda.For example, compact fluorescents contain dangerous mercury vapor that can be released if they are broken. Hospitals and medical charities warn that they cause migraines and epilepsy attacks. Critics also point out that they do not work well in colder temperatures, and they emit less heat than incandescent bulbs, which will force Americans to use more heating fuel. Nor do they work well with dimmer switches, and their life span diminishes if they are turned off and on frequently.The latest attack on compact fluorescents has to do with jobs. General Electric and Siemens had to close many incandescent factories . And the jobs that likely will be replacing those will be in China, where the United States and Fourth Reich(EU) get many of their compact fluorescent bulbs. The process of making them is labor-intensive, and labor in China is much cheaper than it is here.Kleptocrats banned a perfectly good product and fired hardworking Americans and Europeans based on little more than their own whim and the silly notion that they know better than the consumer. In this case, a mix of special-interest politics and concern that energy use in the United States is producing too much greenhouse-gas emissions resulted in a needless regulation and mandates. Rather than an innovation valued in the marketplace, consumers are forced to accept a product they don't want.The attack on the incandescent bulb is just one on a laundry list of government regulations and mandates attempting to promote conservation. Energy-efficiency standards for vehicles, appliances, and buildings all have unintended consequences that the advocates of the regulations fail to foresee, including increased energy use. In every single case, if consumers want a product, the market is capable of providing it.On the other hand, when the government picks winners and losers, it reduces the incentive for companies to innovate. It also increases the incentive for companies to lobby the government for special handouts and protections. When the government creates specific mandates and regulations, it purposely narrows the path businesses can take. Every time we cede more control to the government, we become more dependent on it. The better choice is not dependence on government to solve problems for us, but binding together in our community and solving problems together, voluntarily. When a parliament wants to sidestep an issue rather than resolving it, it calls for a study! The studies can use up lots of resources and parliaments typically ignore them, making them a waste of money. The Wall Street reform bill of the U.S. Congress called for fifty studies, an impressive level of trying to look busy while dodging controversy.The cost of government regulation is truly staggering; it is also a barometer of how free we are to pursue our own interests and to determine the course of our own lives. The cost of regulations is one trillion dollars in USA and two trillion euros in Fourth Reich(EU) every year. Financial costs are not the only burden. Regulations also result in a tremendous loss of one of our most valuable and limited resources, time. The private sector is spending over 10 billion hours a year just to meet government paperwork demands in USA, and 20 billion hours in Fourth Reich. It is no wonder that regulation discourages the creation of new businesses, new jobs, new products, and new services. Starve the beast by fighting taxes. One government intervention inevitably leads to more interventions in order to address the crises that are generated by the previous interventions. Ultimately the crises continue getting so bad that the government ends up taking over the entire sector. "I'm from the government, and I'm here to help." Ronald Reagan considered those nine words the most terrifying in the English language. And the government has been offering a lot of such help lately. The government has the opposite of the Midas touch. This has been observed over and over by the reduced quality and rising prices in every private industry in which it entangles itself. Yet somehow people still seem willing, even eager, to relinquish to government control the most important and sensitive portions of our economy and society. Education, healthcare, and energy are all unfortunate examples of industries that are far too important to be left to government control when it is the market that has the golden touch. There is no magic bullet that will stop the excessive growth of regulation, but there are steps that parliament can take to increase scrutiny of new and existing rules to ensure that each is necessary and that costs are minimized. First of all, it should require a cost analysis of all legislation imposing new regulatory burdens. Although all proposed legislation must be scored by the Congressional Budget Office to determine likely fiscal costs, there is no similar requirement that regulatory costs be reported. Members should not be asked to vote on proposals without the best possible estimate of their likely costs. All bills proposing new or expanded regulation should undergo a regulatory impact analysis analyzing and quantifying the likely costs and benefits. This regulatory scoring would ideally be performed by a new Congressional Regulation Office, similar to the Congressional Budget Office. Such a step could be taken by Congress on its own initiative and without presidential approval.Parliament should establish a sunset date for new regulations. Once adopted, rules tend to be left in place, even if they have outlived their usefulness. Currently, under section 610 of the Regulatory Flexibility Act, rules that have a substantial effect on a significant number of small entities must be reviewed by the promulgating agency every 10 years. In practice, however, such review, if it occurs at all, is usually performed in a cursory manner. To ensure that substantive review occurs, regulations should automatically expire if not explicitly reaffirmed by regulators. This requirement should be applied to all rules, not just those affecting small business. Such sunset dates should also be included in legislation imposing new regulation.Under the 1996 Congressional Review Act, Congress has the ability to veto new regulations coming from agencies. To date, however, that authority has only been used successfully once. Under legislation (S. 3826) introduced in the Senate by Senator Jim DeMint, and in the House by Congressman Jeff Davis (H.R. 3765), the review process would be strengthened by requiring congressional approval before regulation takes effect. Such a system would ensure a congressional check on regulators, as well as ensure the accountability of Congress itselfSuch reform should be seriously considered. In doing so, Congress should be careful to avoid two dangers. First, the process should apply only to the imposition of new burdens on consumers or the economy. It should not be required in order to lift such burdens. Modern nuclear technology has made nuclear reactors completely safe. Hoi polloi fear that a nuclear reactor might explode! But this is impossible! Reactor grade uranium is 5% U-235 that produces slow chain reaction. In order to get to bomb grade uranium, the kind that will explode with an instantaneous chain reaction, uranium must be enriched to 90% U-235.With energy prices so high, nuclear reactors bring windfall profits! On the other hand, a reactor can melt down. This is what happened at Three Mile Island. A valve stuck open and a series of mistakes led the operators to think the core was overflowing when it was actually short of cooling water. They further drained the core and about a third of the core melted from the excess heat. Americans were at shock and awe, because they were not sure what was happening. At the end, the melted fuel stayed within the reactor vessel.Critics had predicted a China syndrome where the molten core would melt down into the earth where it would hit groundwater, causing a steam explosion that would spray radioactive material across a huge area. Three Mile Island was an industrial accident, but no one was injured. This was not the case at Chernobyl, where a cheap Soviet design did not provide a concrete containment structure around the reactor vessel. A stupid mistake set fire to the carbon moderator, which controls the flow of neutrons. The result was a four-day fire that spewed radioactive debris around the world. More fallout fell on Harrisburg, Pennsylvania, from Chernobyl than from Three Mile Island!Nuclear power is risky for investors, because it ties up more capital for longer periods of time than its main competitor, natural-gas-fired generation. Nuclear power makes economic sense only if natural gas prices are very high. Then, over time, the high initial costs of nuclear power would be offset by nuclear power's lower fuel costs. Renewable energies should supply half of all energy needs by 2050 and that nuclear and coal power would continue until supplies could be met entirely by clean energy.Smart words are more effective than smart bombs!
