Chinese are willing to buy all Greece, in order to create a strong foothold in EU! After Chinese bought the port of Piraeus, Athenians are wondering if Uncle Chin has replaced Uncle Sam!Venitist Kim R. Holmes points out there's lots of loose talk these days about how China will some day rule the world. Some people who look forward to a post-American world seem to assume that China will either emerge as a great power equal to the United States or take on sole outright leadership of the world.Holmes notes China is indeed on the rise. Its economy grew at an 8.7 percent rate last year. It is modernizing its military with a vengeance, thanks to double-digit growth in defense spending each year since the early 1990s. And its official holdings of around $800 billion in U.S. Treasuries lead some to fear that China has become America's banker.But China has a long way to go to replace America as a world leader. Concerns about its influence and control over the U.S. economy are overblown. So, too, are predictions that its rising military power will lead to world leadership.Yes, China may someday surpass the U.S. as the world's largest economy, but this does not mean that it would become the world's economic leader. China's economy is as large as it is because it has well over a billion people, not because it has unlocked any great secret to economic prosperity. Its economy remains largely closed. Its undervalued currency, state-controlled export policies and closed domestic economy are wholly out of step with what truly makes a global economic leader - namely, economic liberalization.Nor should we fear China's ownership of U.S. debt. Venitist Derek Scissors asserts there is little danger that China will be able to control America's economy. Official Chinese holdings of Treasuries amount to less than 7 percent of U.S. Treasury debt. That's a lot of money, unfortunately, but it's hardly enough to exercise control.Not only that, China's ownership of our debt is actually a sign of dependence on us, rather than the other way around. The Chinese have no choice but to buy U.S. bonds, because ours is the only market sound enough and big enough to park their excess funds. Since China's currency is tightly controlled, they can't spend those dollars on their own economy. They invest even more in the U.S. economy, thus funneling billions of dollars we spend on Chinese goods right back to us.If anything, China's investment in U.S. bonds reflects domestic weakness. If Beijing's economy were freer, the Chinese could invest in their own economy instead. But they know this is bad idea under current conditions. China's authoritarianism is like a yoke around its own neck. It both fosters investment in the U.S. economy and blocks domestic reforms that would enable China to compete in an open economic system.Holmes asserts that China's authoritarianism is, in fact, its Achilles heel as a potential world leader. The recent crackdown on Google and the Internet shows its paranoia about the outside world. It also shows how out-of-sync China is with the future. No nation can lead others in the information age by warring against the globalization of information and technology.However, with its growing military power, China could make an actual war on its neighbors. At worst, its threats frighten people; at best, they do not engender trust or attract friends and allies. These days, military power alone is not enough to attain great leadership status. China can bully its neighbors and throw its weight around Asia, Africa and the United Nations, but it will never create a system of trusted allies as the United States has done.Holmes asserts that China is too authoritarian, insular and untrustworthy to be a world leader. It's one thing to push others around in an old-fashioned assertion of brute power and influence. It's another to lead by example and to attract friends and allies who share your values. In the end, only a democracy can lay true claim to world leadership.This is not merely an academic question. Most believers in China's rise to global leadership also think that means it must be accommodated. Were it to bully Taiwan or prevent tough sanctions on Sudan, or Iran, Burma and North Korea, the thinking goes, well, that's a small price to pay to win favor with the potential new masters in Beijing.This approach is unnecessary and extremely unwise. China does not need strategic reassurance, as a senior Obama administration official put it. Rather, the rest of the world needs accountability from China - for its irresponsible international behavior, its increasingly belligerent attitudes, its human rights abuses and its alarming military modernization.Holmes notes the rest of the world can trust China only when the Chinese leadership becomes accountable to its own people. Until that day, don't count on China for global leadership. It may become a force to reckon with. But it will not inspire the kind of trust that made the United States the leader of the free world.The most efficient political system is venitism, where everything is private, there are no taxes at all, there is no parliament, and a powerless infinitesimal government is chosen and supported not by hoi polloi, but by the most generous benefactors. Venitist Doug Bandow asserts that Planetarch Obama should be skeptical of the argument that war with Iran would be win-win for America and his presidency.First, warmongers say bombing would end Iran's threat to the U.S. What threat is that, however? Iran doesn't have nuclear weapons. It isn't even certain that Tehran is developing weapons. War enthusiasts who confidently claimed that Iraq possessed a fearsome nuclear capability now ridicule the 2007 National Intelligence Estimate that Iran had halted its program. However, the latter conclusion, though controversial, was supported by evidence -- far better evidence than that indicating Baghdad possessed nuclear weapons. There are good reasons to be suspicious of Iran's intentions, especially after the revelation of the uranium-enrichment plant near the holy city of Qum. But hard evidence of a weapons program remains elusive. Some analysts suspect that Iran desires to establish a turn-key capability, like that presently possessed by Japan, rather than an arsenal. Even assuming the worst intent, Tehran appears to remain far away from actually building nuclear weapons, let alone deploying deliverable nuclear weapons.Even possessing the latter wouldn't be enough to endanger the U.S. Some analysts worry about the impact of an electromagnetic pulse attack more than a traditional nuclear strike. But in either case Washington could effectively wipe Iran off of the map as retaliation. The authoritarian regime in Tehran appears to be evil, not suicidal. It surely is undesirable that Iran develop a nuclear weapon, just as it was undesirable that Stalin's Soviet Union and Mao's China built nuclear weapons. That is, however, very different from saying that America would be at risk.Second, warmongers worry that the Iranians might deploy these weapons in the Middle East, leading to massive death and destruction. Deploy them against whom? While many Arab states are understandably uneasy about the prospect of a more powerful regime in Tehran, Israel is the only nation which publicly worries about being attacked. And it is the only nation most U.S. policy-makers worry about being attacked. Yet Israel has upwards of 150 nuclear weapons. The reason Israel developed nuclear weapons was to deter aggression by countries such as Iran. The Tehran government would have to be suicidal to attack Israel. Again, the fact that current Iranian leaders are malevolent doesn't mean they are crazy.Obviously, it would ease minds in Washington and throughout the Middle East if Iran was prevented from developing nuclear weapons. But then, minds also would have been eased if the Soviet Union, China, India, and Pakistan had never developed nukes. Some minds in the Middle East likely feel the same way about Israel. That doesn't mean preventive war would have been a better response than wary accommodation in these cases, however. Loosing the bombers would not be the slam-dunk that most conservative crusaders seem to assume. Not all Iranian nuclear facilities may be identified and known works are dispersed and underground. The result of a U.S. strike, then, might only be to delay rather than forestall an Iranian weapon -- at most a modest benefit not worth war.Bandow notes an American bombing run also would reinforce the message sent by the attacks on Serbia and Iraq: only the speedy and secret acquisition of nuclear weapons can protect other states from unilateral U.S. military action. Tehran probably would redouble its effort; the already de minimis chance of North Korea abandoning its program would shrink still further.Ironically, even a democratic Iran might choose to develop nuclear weapons. America's long-time ally, the Shah, began Iran's nuclear program before the Islamic Revolution. Any Iranian government might like the assurance of a weapons capability if not actual weapons.Bandow asserts that if the U.S. strikes Tehran, all bets would be off on a democratic revolution in Iran. The situation in Tehran appears to be explosive and the regime looks unstable. But how the Iranian public would respond to a U.S. attack, despite the growing popular estrangement from the government, is unclear. Certainly the regime would use any strike as an excuse to justify a further crackdown on the opposition. Despite dissatisfaction among the public and internal conflicts among the ruling elite, the regime might benefit from a "rally around the flag" effect. Nor would war be costless for the U.S. Retaliation would be certain. The degree of Tehran's reach and potential for harm are disputed, but Iran is larger and more populous than Iraq. Iran might launch terrorist attacks against the U.S. and encourage proxy forces in the occupied territories and Lebanon to strike at Israel.U.S. troops in Iraq would be especially vulnerable to attack by Iranian agents as well as Iraqi citizens sympathetic to their co-religionists next door. Tehran might not be able to close the Persian Gulf, but it could disrupt oil shipments and push up insurance rates. Washington's gaggle of authoritarian Islamic allies -- Egypt, Jordan, Saudi Arabia, and the Gulf States -- could find themselves under popular assault from populations angered by yet another U.S. government attack on a Muslim nation. Now we all know that expenses have dominated politics for the last year. But if anyone thinks that cleaning up politics means dealing with this alone and then forgetting about it, they are wrong. Because there is another big issue that we can no longer ignore.It is the next big scandal waiting to happen. The lunches, the hospitality, the quiet word in your ear, the ex-ministers and ex-advisors for hire, helping big business find the right way to get its way. In this party, we believe in competition, not cronyism. We believe in market economics, not crony capitalism. So we must be the party that sorts all this out..Now, I want to be clear: it's not just big business that gets involved in lobbying. Charities and other organisations, including trade unions, do it too. What's more, when it's open and transparent, when people know who is meeting who, for what reason and with what outcome, lobbying is perfectly reasonable.It's important that businesses, charities and other organisations feel they can make sure their voice is heard. And indeed, lobbying often makes for better, more workable, legislation. But I believe that it is increasingly clear that lobbying in this country is getting out of control.Today it is a £2 billion industry that has a huge presence in Parliament. The Hansard Society has estimated that some MPs are approached over one hundred times a week by lobbyists. Much of the time this happens covertly.Venitis notes the most infamous house on Earth is the Greek Parliament, aka the Grand Brothel of Syntagma Square, which houses 300 wild prostitutes, minotaurs that suck the blood of Greeks! I believe it's time we shone the light of transparency on lobbying in our country and forced our politics to come clean about who is buying power and influence.Politics should belong to people, not big business or big unions, and we need to sort this out. So if we win the election, we will take a lead on this issue by making sure that ex-ministers are not allowed to use their contacts and knowledge - gained while being paid by the public to serve the public - for their own private gain.Today, the guidelines state that former ministers shouldn't lobby government for at least twelve months after leaving office. We will start by doubling that to two years. But there's another problem. Those guidelines are simply that: guidance issued to ex-ministers by the Advisory Committee on Business Appointments, explaining what kind of jobs they can take up. Today, ex-Ministers can ignore this advice without sanction.So we will rewrite the Ministerial Code to make clear that anyone who ignores the advice of the Committee will be forced to give up some or all of their Ministerial pension. Dealing with the lobbying issue may be painful, but it needs to happen and because we are from a new generation at ease with openness and accountability, because we believe in social responsibility not state control, we will clean things up.So that is the choice the country faces. Five more years of Gordon Brown blocking reform, whether it's money from big business or money from big unions. Last week we had the latest corruption revelations from Parliament. The details might be new but the feelings they provoke are all too familiar. Disappointment. Despair. Even disgust. But anger at the expenses scandal is just the most forceful expression of a deep frustration people feel with our whole political system. It's a system in which too much power is concentrated in the hands of the elite and denied to the man and woman on the street. We've been seeing the symptoms of that for years. Decisions made behind closed doors. The Houses of Parliament bypassed and undermined. Money buying influence. Too often just an elite few choosing the people who become MPs for many years. We can't go on like this. Anglosocialists have deteriorated to the level of Eurokleptocrats! I'm grateful to Sir Christopher Kelly, Sir Thomas Legg and Sir Paul Kennedy for the work they have done on expenses over the past few weeks. It was right that the investigation and initial recommendations should be undertaken with complete independence. And I also want to thank Tony Wright for his cross-party review into how we can make the House of Commons stronger and make our government more accountable.But just because we have trusted others with the work of reform until this point, it does not mean we should relinquish political leadership on this issue in the future. People are fed up with politicians hiding behind the cloak of independent inquiries and endless reviews.They want us to stand up, grasp this issue by the scruff of the neck and start dealing with it. And I want to make something very clear: I believe Gordon Brown has proved he is just not capable of doing that.Look how he tried to block the publication of expenses. Look at his disastrous interventions - from the YouTube fiasco when he proposed paying MPs just to turn up - to his own failure to turn up and vote to ban the John Lewis list. Look at what his idea of reform is – trying to fiddle the electoral system and introduce the Alternative Vote in a cynical attempt to save his own skin. Look how he's dithering over good reforms put forward by his own MP, Tony Wright.For the last two days we have been saying: it is wrong for Labour MPs trying to use Parliamentary privilege to avoid prosecution to keep the Labour whip; it is wrong for them to use Labour lawyers; it is wrong for Labour and Gordon Brown not to act. Labour started by saying it was quite wrong for us to attack them in this way but now in a humiliating change they have withdrawn the whip from all three MPs. They're now in a headlong retreat.The last three days show how the instincts of the Conservative party are in tune with the public opinion and are in the right place, and Labour's are wrong. I have asked George Young to prepare a new Parliamentary Privilege Act. This was recommended by Lord Nicholls in 1999, that we would introduce as soon as possible, to clarify the rules of parliamentary privilege to make sure that they cannot be used by MPs to evade justice. We should also be looking at whether the House of Commons should not be considering waiving any privilege over expenses claims, if indeed any such privilege exists. How Gordon Brown can claim to be a reformer with a straight face, I just don't know. He can't reform the institution because he is the institution. There are many brokers and traders of real and fake receipts.6. Missing Traders. Many inporters from member States sell products with VAT, and then disappear, without forwarding the VAT to the government.7. Carousel. Λόγω της περιοχής αλλά και του τρόπου Ζωής που εκφράζει αυτό το Blog πολλές φορές αναγκαζόμαστε να ασχολούμαστε με τον κο. Χρυσοχοίδη, λόγω της ιδιότητας του ως Υπουργός Προστασίας του Πολίτη, αλλά και εξαίτιας των πολύ μυστήριων τοποθετήσεων και θέσεων του, που τον κάνουν αν μη τι άλλο έναν πολύ καλό στόχο μελέτης. Σας αναδημοσιεύω λοιπόν την ανακοίνωση από την προσωπική του Ιστοσελίδα, που όμως αυτήν την φορά θα ακολουθήσει και ο σχολιασμός μου, ως απάντηση στο περιεχόμενο της ανακοίνωσης αυτής.

Σε σύσκεψη για την προετοιμασία του Πυροσβεστικού Σώματος ενόψει της νέας αντιπυρικής περιόδου συμμετείχε ο Υπουργός Προστασίας του Πολίτη κ. Μιχάλης Χρυσοχοΐδης.Η σύσκεψη πραγματοποιήθηκε στο ΣΕΚΥΠΣ στο Χαλάνδρι και συμμετείχαν ο Αρχηγός του Σώματος Αντιστράτηγος Στυλιανός Στεφανίδης, ο Υπαρχηγός Αντιστράτηγος Απόστολος Γεροκώστας, οι Επιθεωρητές Υπηρεσιών Βορείου και Νοτίου Ελλάδος, στελέχη του Α.Π.Σ. καθώς και οι Διοικητές των Υπηρεσιών της Περιφέρειας, του Νομού και των Πυροσβεστικών Σταθμών.Επί τάπητος τέθηκε το θέμα της οργάνωσης, της αναδιάταξης και της αναδιάρθρωσης του Πυροσβεστικού Σώματος, ώστε να είναι ικανό, αξιόμαχο και αξιόπιστο ενόψει του καλοκαιριού και της νέας αντιπυρικής περιόδου.Ιδιαίτερη βαρύτητα δόθηκε στο ζήτημα της νέας δομής των υπηρεσιών που θα είναι συμβατή με την αρχή της διακλαδικότητας. Έμφαση δίνεται φέτος στην προληπτική δασοπροστασία και όχι μόνο στην καταστολή των δασικών πυρκαγιών. «Δρούμε προληπτικά και όχι μόνο κατασταλτικά», τόνισε ο Υπουργός Προστασίας του Πολίτη.Επιπλέον, μεγάλη σημασία δίνει η πολιτική και φυσική ηγεσία στη συνολική αναβάθμιση του συστήματος εκπαίδευσης με τη δημιουργία εξειδικευμένων σχολείων σε νέες τεχνολογίες, στην επανεξέταση του συστήματος κρίσεων και προαγωγών με αξιοκρατικά κριτήρια και στην επανεξέταση του συστήματος της υγειονομικής περίθαλψης των πυροσβεστών.(===========================)
Ο σχολιασμός μου:
Προτού πω οτιδήποτε θα ήθελα να σημειωθεί ότι υπήρξαν πρόσφατα κινητοποιήσεις των πυροσβεστών, όχι για θέματα μισθοδοσίας αλλά για θεσμικά ζητήματα, με κύριο πρόβλημα την έλλειψη προσωπικού.Έτυχε τις τελευταίες φωτιές να μην τις αντικρίζω από την Οθόνη της τηλεόρασης μου με πατατάκια οπότε έτυχε να μαζέψω κάμποσο υλικό τουλάχιστον για τις Φωτιές στην Αττική (ΕΔΩ) και να έχω μια κάποια αντίληψη του προβλήματος.Δεν ξέρω γιατι αλλά έχει περαστεί η άποψη σε θέματα Δασοπροστασίας και πυρασφάλειας ότι το σημαντικό.... είναι το να πέφτουν λεφτά, να προσλαμβάνονται εμπειρογνώμονες, (και ας μην κάνουν και κάτι...) και φυσικά να γίνονται συνέδρια. και άλλα συνέδρια και μερικά ακόμα συνέδρια... προκειμένου να λυθεί στα χαρτιά το πρόβλημα.Οπότε χωρίς να αναφερθώ στα προβλήματα που συνάντησε η Ελληνική Δασοπροστασία στις προηγούμενες Ταπεινωτικές και καταστροφικές Φωτιές να μου Επιτραπεί να θέσω μερικές θέσεις, και ας τις πάρει το ποτάμι...Θέση πρώτη: Καλή Δασοπροστασία είναι μόνο η διεθνής ΔασοπροστασίαΧωρίς να θέλω να προσβάλω το ήθος και το σθένος των Ελλήνων Πυροσβεστών, αλλά απο την στιγμή που οι Εμπρηστές είναι Τοπικοί οικοπεδοφάγοι με λεφτά, ο Τοπικός Κρατικός μηχανισμός δεν θα μπορέσει ποτέ να είναι αξιόπιστος εκτός αυτού ένα διεθνές σύστημα δασοπροστασίας παρέχει και περισσότερο δυναμικό όπως και καλύτερο σύστημα Ελέγχου και καταγραφής (ναι... μιλάω για δορυφορικά συστήματα και διεθνή πρωτόκολλα συνεργασίας).Όσο να είναι... σε μια μεγάλη φωτιά άλλο είναι να κινητοποιούνται τα 10 από τα 40 παναπάλαια Καναδικά (που τα 5 είναι είδη κατεστραμμένα), και άλλο να φτάνει κατευθείαν ότι πετούμενο πυροσβεστικό υπάρχει από όλη την Ευρώπη.Θέση Δεύτερη: Πρόληψη είναι μόνο από ΕθελοντέςΌπως προανέφερα ο Κρατικός μηχανισμός ΔΕΝ ΘΑ ΕΙΝΑΙ ΠΟΤΕ ΑΞΙΟΠΙΣΤΟΣ αφού το ζεστό χρήμα θα έρχεται πάντα από τοπικούς οικοπεδοφάγους, και θα φτάνει πάντα στα σωστά χέρια. Και η ύπαρξη του Ακτιβισμού ξεκινάει όταν υπάρχει έλλειμμα Κρατικής αξιοπιστίαςΚάτι που θα μπορούσατε να κάνετε, χωρίς να σας κοστίσει ιδιαίτερα και χωρίς να χρειαστεί να προσλάβετε, πολλούς ακριβοπληρωμένους εμπειρογνώμονες, είναι το να δώσετε, θεσμικά κίνητρα και πρωτόκολλο στην Τοπική Αυτοδιοίκηση να ανοίξει ο κάθε δήμος με δασική έκταση, Εθελοντικά Πυροφυλάκια... έτσι Δασικές εκτάσεις (όπως ο Υμηττός) που έχουν δεχθεί άπειρες επιθέσεις μέχρι σήμερα θα μπορούν να έχουν μια ευκαιρία να αμυνθούν Συγκεκριμένα άμα δεν υπήρχαν οι Εθελοντές στον Υμηττό.. τώρα ο Υμηττός θα ήταν τσιμέντο βίλες, και δρόμοι...Θέση τρίτη: κυνηγήστε τους Εμπρηστές ανελέητα. Σε αυτό μπορεί να αναφερθώ άλλη φορά ποιο εκτεταμένα... εξάλλου το θέμα μας εδώ είναι η πρόληψη. παρολάυτα επιτρέψτε μου να σας μοιραστώ μια άποψη (ΕΔΩ) που έιχε πολυκυκλοφορήσει μετά τις Φωτιές στην Πελοπόννησο, και τουλάχιστον στα αφτιά μου μοιάζει ποιο ρεαλιστική από την βιονική Γιαγιά και το Στρατηγό Άνεμο.Αυτά τα λίγα από εμένα...
